We have sent an email to the SPCA. They soon replied and here is a quote from the email
"Our job is to encourage the humane treatment of all animals and to prevent cruelty. We also provide a shelter for animals in need and we give them all the care and attention we can. We have an education department that is here to promote an understanding of animals and influence the public opinion about treatment to animals. We also work alongside the RNZSPCA (which is a different organisation) to establish effective legislation and to uphold the current animal welfare laws.If someone finds an abused animal then they are asked to call our SPCA number on (09) 256 7300 and our operator will take the complaint."
